William J. Waylett


William Waylett has extensive operating and consulting experience with utility, government and financial service organizations; fifteen years experience in leading quality system implementation efforts.  Significant consulting experience in financial services, government purchasing and materials (USPS, GSA, OPM).  A strong communicator with a record of accomplishment as a project leader, facilitator/coach, instructor, team builder, quality/environmental system auditor and manager of human resources.

Business Experience

Senior Consultant/PROMAX Consulting Services, Inc 1996-present

Perform marketing, course development and consulting, specializing in quality system implementation, six sigma training, auditing, corrective action strategies, performance improvement, measurement and environmental system implementation.

  • Wrote an ISO 14000 marketing plan for a client, then developed and delivered a 3-day ISO 14001 Implementation Workshop (1997).  Qualified as Environmental Management System Auditor.  Continue consulting and environmental audits for clients today (2000).

  • Teach and implement process management to the Purchasing & Materials Division of the U.S. Postal Service (1997-1998), with savings of over $550,000.  Received Postmaster General’s Performance Excellence Award in October, 1997.

Fleet Financial Group, Inc.            1992-1996

As Senior Vice President, Director of Quality, responsibility included developing a strategic plan for and implementing a Quality Management System at Fleet Financial Group and subsidiaries. 

  • Developed a Profitability Model that documented $4.4 million profit for every 1% increase in customer satisfaction; implemented strategies to improve customer satisfaction.

  • Implemented a comprehensive, external customer satisfaction measurement system linked to daily internal measures of customer satisfaction.

Qualtec Quality Services, Inc.            1991-1992

As a Consultant, developed and implemented a business and marketing plan to introduce the ISO 9000 quality system to Qualtec's training and consulting product line.  Qualified as a Quality Management System Auditor.

  • Developed a 3-day ISO 9000 implementation training course in four months which was on time and under budget; course development cost was recovered in the first six months of sales.

  • Developed and delivered 1-day and 2-day ISO 9000 workshops, which have been subsequently used extensively at various industry trade shows and conventions.

  • Wrote a monthly feature article on ISO 9000 for Quality Digest magazine.

Florida Power and Light Company     1971-1991

A leader in the planning and implementation of FPL's quality system beginning in 1981.  In 1989, Florida Power and Light Company was awarded the Deming Application Prize by the Japanese Union of Scientists and Engineers.  FPL is the first company outside Japan to win this prestigious award for total quality management.

As Manager, Technical Support (1990-1991), led 42 engineers and technicians who conducted power plant air and water compliance tests and efficiency tests, initiated availability improvements, and provided engineering and training support services.  In 1990, using quality processes, documented over $900,000 cost savings through streamlined testing and $21.4 million in fuel savings which accrued to FPL's rate payers over 15 years.

As Staff Specialist - QIP Promotion (1989-1990), planned and developed an aggressive, world-wide promotion program to showcase FPL's dramatic quality results in fossil-fueled power generation, reporting to Vice President, Power Resources.

  • Reduced Equivalent Forced Outage Rate from 14 percent in 1985 to 2.77 percent in 1990, which was the lowest rate in the U.S. and produced annual savings of $8.7 million.

  • Improved unit cycling performance to meet system dispatcher requirements, which produced annual savings of $3 million and capital cost avoidance of $300 million over 15 years.

As Manager, Nuclear Training (1985-1989), created a corporate staff training group and led FPL's effort to develop the performance-based training programs necessary to achieve accreditation in 1988 by the National Academy for Nuclear Training.  Initiated, justified and managed a $1.2 million project to develop a Systems Approach to Training (SAT) course series that resulted in annual contractor cost savings of over $500,000.  Led the nuclear training function through the successful Deming Application Prize examination.  Conducted seven training system audits for the National Academy of Nuclear Training.  

As Plant Manager (1980-1985), managed FPL's largest power plant, the Port Everglades Plant, a 1750 MW fossil-fueled station with a staff of 255 employees and a $20 million annual budget, exclusive of fuel.  Port Everglades Plant had the best operating performance during this time and was selected as the pilot site for the Quality Improvement Process (QIP).  Because of significant results, selected for an 18 month special assignment to plan, develop and implement QIP at all FPL power stations (both fossil and nuclear fueled).  Represented Power Resources Department on the Corporate QIP Development Team for five years, during which time QIP training courses were developed.  Taught QIP courses to more than 500 FPL managers and all FPL executives.
